Marti Emerald’s picks for the special state election

San Diego City Councilmember Marti Emerald hadn’t gotten back to John Lamb by the time he wrote about elected city leaders’ opinions (or lack thereof) of the measures on the May 19 special election ballot. But she’s since done so, making her an exception to the rule.
Anyhoo, here’s where Emerald stands on the six initiatives:
Prop. 1A (spending cap, rainy-day fund, tax-increase extension): Yes
Prop. 1B (payback to education): Yes
Prop. 1C (expand and borrow from lottery): Yes
Prop. 1D (take money from little children): No
Prop. 1E (take money from the mentally ill): No
Prop. 1F (no raises for lawmakers): Yes
