Ending two-thirds budget and tax requirement gets go-ahead

Just got word from the California Secretary of State that backers of an initiative to reduce the threshold for passing a state budget or raising taxes from two-thirds (67 percent) to three-fifths (60 percent) can move ahead with getting signatures on a petition.

The onerous requirement that two-thirds of the state Legislature must approve the annual budget or pass a tax increase was a major factor in this year’s budget stalemate with minority Republicans effectively holding veto power.

Currently, there are 15 Republicans and 25 Democrats in the Senate, giving the Democrats 62.5 percent of that house. In the Assembly, there are 29 Republicans and 50 Democrats, with one vacant seat, giving the Democrats 62.5 percent of that house, too.
